I believe that this image shows 长江街, Chángjiāng jiē, south of 崇山西路 Chóngshān xīlù. (This segment of Chóngshān xīlù is named 崇山中路, Chóng shān zhōnglù, today.) The general location is just south of 辽宁大学, Liáoníng dàxué, "Liaoning Provincial University." The trolleybus is working southward, on the northern segment of Line 15. This line had been divided into two segments because of construction. The northern segment extended between 北陵公园, Běilíng gōngyuán (Beiling park), and a temporary terminal at 肉食加工厂, Ròushí jiāgōngchǎng (= "Meat Packing Plant"). An underpass was under construction to eliminate the Beijing - Shenzhen railway level crossing ("grade crossing") at 塔湾路, Tǎwān lù. Most of the construction work was being done by hand. The southern segment of trolleybus Line 15 worked between a temporary terminal at 第一粮库, Dìyī liángkù (= "Number One Grain Depot"), and 南十四马路, Nánshísì mǎlù.
